  4.     DIED. Lawrence O'Brien, 73, veteran Democratic
  5. wheeler-dealer, John F. Kennedy's congressional liaison,
  6. Postmaster General under Lyndon Johnson and commissioner of the
  7. National Basketball Association from 1975 to 1984; of cancer;
  8. in New York City. Dubbed by Kennedy the "best election man in
  9. the business," O'Brien helped perfect the use of grass-roots
  10. voter registration drives, political teas, youthful volunteer
  11. workers and telephone banks, which have become staples of
  12. campaigning. During the second of O'Brien's two reigns as
  13. Democratic National Committee chairman, in 1972, men broke into
  14. his offices at Washington's Watergate complex. The subsequent
  15. scandal brought down Richard Nixon's presidency.
